I vaguely remember reading that about one of their songs, but can't remember which one. It may well be this one. Even so, here's my take on it (even if it differs from his intentions)...
When I first heard it was at the height of my Christian zeal - when I was out to save the world, whether they wanted to hear my cymbal clanging or not. So I was very offended by the song, and swore to avoid listening to it and to question all Soundgarden songs as anti-Christian.
Fast forward 18 years, and I have a different take on it. One similar to alldat's. I see it as an "F You" to anyone who cannot realize when to stop "witnessing", shut up, and just pray. This one goes out to the in-your-face people who often (unknowingly) give Christianity a bad name, whether their intentions are truly good or their just trying to earn Jesus points.
I interpret the song as written from the perspective of someone who doesn't want to hear the message, especially not from the same fool who keeps trying to force it down the throat. And I'm forced to agree with both sides. People need to hear the message, but they don't always need it shoved in their face. I know I'd be pissed off too.
